Executive Branch PR Restrictions
The executive branch of the U.S. government is legally enjoined from engaging in the sort of domestic propaganda that are common in foreign, authoritarian governments.
Statutes ranging from the First Amemdment of the Constitution to the Smith-Mundt Act of 1948 all prohibit our government from disseminating or distributing information at home, lest it be used to quash American freedoms.
