In my nearly four decades in Washington’s national security business, I have never seen anything quite like what Rep. Mike Rogers perpetrated last week.

In the Twilight Zone of a Friday afternoon, as Congress was leaving town for Thanksgiving, Rep. Rogers, the retiring chairman of the House Intelligence Committee, released a highly controversial report about Benghazi.

It basically exonerated the Obama administration of any wrongdoing in the run-up to, course of and the period following the murderous jihadist attack there. To do so, the authors had to ignore inconvenient facts and massively distort the public record, prompting Sen. Lindsey Graham to call the report “crap.”

But why would the intelligence panel issue any Benghazi product now, just as a Select Committee is gearing up? Could Mr. Rogers be attempting a cover-up?
