Modern Minutemen: Vital Considerations to Secure America’s States in the 21st Century

(Washington D.C.) The Center for Security Policy is pleased to announce publication of Modern Minutemen: Vital Considerations to Secure America’s States in the 21st Century. Authored by Kyle Shideler, the Center’s Director of the Center’s Homeland Security and Counterterrorism Program, Modern Minutemen charts the development of the country’s state-based military forces, from the historical militia structure as envisioned by the Founders, to the series of progressive era reforms which resulted in the modern National Guard.
This surveys the growing debate over the appropriate Federal and State roles of the National Guard, through the lens of recent challenges including: The growing use of the National Guard abroad, Texas’ struggle to secure the Southern border, lawsuits over the DoD Covid-19 vaccine mandate, the 2020 riots and debate over the use of the insurrection act, and the increasingly politicized nature of federal disaster declarations.
Modern Minutemen leaves readers with practical recommendations to invest, develop and shape State Defense Forces to meet growing security needs, from disaster relief to cybersecurity.
“The Center for Security Policy has been in the vanguard of a movement to encourage state and local leaders to think seriously about their role in national security for almost two decades,” said President and CEO Lt. Col. Tommy Waller (USMC Ret.), “We think working at the state level to strengthen capabilities, including State Defense Forces, is a major step forward in addressing America’s national security vulnerabilities and ensuring a safe and resilient American public. We hope this new work will start a conversation and spur state policymakers to think creatively about what they can accomplish to secure their states.”
