Center for Security Policy develops “S.A.V.E. Transformers Act” to help states assess critical vulnerabilities in their electric grids

At the request of state lawmakers seeking to protect their state’s electric grid, and in conjunction with a unanimous and bipartisan Resolution adopted by the National Conference of State Legislators in summer 2025, the Center for Security Policy and its Secure the Grid Coalition developed the “S.A.V.E. Transformers Act.”

This is an act “requiring utilities and electric grid operators to assess and report the vulnerability of high-voltage transformers to geomagnetic and electromagnetic disturbances, and to recommend mitigation measures to protect the state electric infrastructure.”

The bill language was developed utilizing analysis from a groundbreaking report published by the Center in November 2025. This report was the culmination of more than a decade’s worth of research and analysis on electromagnetic spectrum threats to America’s grid infrastructure and covered the threat Geomagnetically Induced Currents (GIC). It warned of the systemic vulnerability of America’s grid infrastructure to GIC because of dangerous assumptions that originated with NERC and extended to other organizations, such as the Nuclear Regulatory Commission – assumptions that put at risk the lives of every American. The report provided detailed insights on both the GIC threat and the technological solutions that have been developed to protect the grid from its potentially devastating effects.

Because of the arduously slow movement of the Federal government to address grid vulnerabilities, state lawmakers asked the Center and its Coalition to help develop language to inspire “bottom up” action on the GIC threat.
