Much discussion, little resolution in Medellin

The 38th Annual General Assembly of the Organization of American States was held from May 31 through June 2, 2008 in Medellín, Colombia. According to many “the location changes each year, the players less frequently.  But there is a kind of sameness to the proceedings, especially the results, which always seem hard to define.” Analysts even say that than the most tepid resolutions are passed, resulting in an essentially passive organization.
