President Obama is reportedly set on achieving another legacy. He’s poised to head to Hiroshima to mark the anniversary of the U.S. destruction of that city.

As is his want, Mr. Obama will likely use the occasion to apologize for America’s fully justified conduct. He’ll also seek to burnish his credentials as a champion of global nuclear disarmament.

Unfortunately, the President’s actual legacy will be one of greatly encouraging nuclear proliferation.

Mr. Obama’s policies have emboldened Russia, China, North Korea, Pakistan and Iran to pose ever-greater nuclear threats to their neighbors. Wracked by escalating doubts about the reliability of the U.S. “nuclear umbrella” and the security guarantees it has long assured, at least some of those neighbors are contemplating acquiring deterrent arsenals of their own.

Ironically, Mr. President, one of them may be Japan.
