In the wake of a fraud-riddled Peruvian election last summer that has ushered in a communist regime in Lima, the Chinese, Russians and Iranians are aggressively pursuing with their clients throughout Latin America the colonization of the hemisphere’s few remaining Free World nations.

Recent C.S.P.-Co-sponsored Webinar Warns of What Comes Next – for the Region and for Us

(Washington, D.C.): The election yesterday of Gabriel Boric to be Chile’s next president marks a further ratcheting up of an ominous trend in Latin America: Marxists coming to power, often initially via elections, and “fundamentally transforming” – read, destroying– their nations. A most timely webinarco-sponsored by the Center for Security Policyand the Center for a Secure Free Societyon December 16, 2021 warned of just such a terrible outcome as part of an examination of: the consequences of the most recent such election in Peru; the hostile forces – many of them from outside the hemisphere – that are helping engineer the radical left’s victories; and the resulting implications for regional and U.S. security.

The webinar shed light in particular on the insidious role being played by the Forum of Sao Paolo, a Latin American version of the Communist International which brings together over 120 radical leftist parties and representatives of U.S. enemies from outside the Western Hemisphere, including notably, the Chinese Communist Party (CCP), Russia and Iran. The latters’ efforts effectively to re-colonize the region with the help of their local puppets and proxies – notably, Cuba, Nicaragua, Bolivia, Venezuela and now Peru – is an animating force within the Forum.

Participants in the webinar were: its co-sponsor, Joseph Humire, the Executive Director of the Center for a Secure Free Society and internationally recognized expert on Iran and other extra-hemispheric adversaries’ penetration of Latin America; former First Vice President and Foreign Minister of Peru,Francisco Tudela; and Carlos Ponce, a Venezuelan expatriate who serves as Senior Fellow and Director of Latin American Programs at the Victims of Communism Memorial Foundation. The program was moderated by Frank Gaffney, who acted as the Assistant Secretary of Defense for International Security Policy under President Reagan and is now the Executive Chairman of the Center for Security Policy.

Vice President Tudela, a courageous Peruvian statesman and freedom-fighter, discussed the threat posed to the hemisphere, including the United States, in the wake of the Communist takeover of his strategic nation – the subject of a forthcoming White Paper by him to be published shortly by the Center for Security Policy. He noted that intensified drug-trafficking, the destabilizing presence particularly of China and its ambitions to project power from places like massive port facilities in Peru and the prospect of millions more illegal immigrants fleeing a Communist Peru can be predicted to cause great harm to this country.

For his part, Mr. Humire described the insidious neo-colonial roles being played by the Chinese, Russians, Iranians and Hezbollah – both inside and outside of the San Paolo Forum. And Mr. Ponce addressed the Communist playbook that has devastated his homeland and is poised to do the same now in Chile and, if the Marxists and Iranian Islamists have their way and similar electoral outcomes occur next year in Colombia and Brazil, unchecked throughout the region.

Mr. Gaffney outlined the urgent need, especially in the event of a Communist victory in Chile, for U.S. engagement with its friends in Colombia, Brazil and elsewhere to counter hostile, extra-regional forces and assure the survival of freedom in our hemisphere. He suggested that such an initiative, drawing upon President James Monroe’s historic doctrine aimed at preventing colonial domination of Latin America, should be rooted in“a shared conviction that nations outside the Western Hemisphere must not be permitted, either directly or indirectly, to penetrate or exercise control over that hemisphere’s people, countries or resources.”
