Countering Al-Qaeda
"Countering Al-Qaeda" is monograph published by RAND researcher Brian Jenkins. His report deals with numerous counter-terrorism meaures including military operations, intelligence exploitation, as well as – and most importantly for the War of Ideas project – the political warfare campaign needed to reduce the effectiveness of the terrorist messaging campaign.
Jenkins notes curious malformation of American thought on counter-terrorism – he states that the nation "endorses death to terrorists but is loathe to use influence." He argues that until this tool of policy is rescused from its current political doldrum, the U.S. will have deprived itself of the most cost-effective counter-terrorism tool in its arsenal.
