  • Recognizing that China seeks global dominance, is the greatest strategic threat to the United States, and must be thwarted in every domain, including economically, technologically, the information and cyber battlespaces and, if necessary, militarily.
  • Promoting policies that accurately identify and respond to domestic and foreign-sponsored terrorist threats.
  • Strengthening U.S. law enforcement and intelligence capabilities to fulfill their responsibility to secure the safety of Americans and their rights.
  • Hardening community resilience to allow local, state, and federal leaders to counter future challenges.
  • Building comprehensive missile defenses so as to neutralize threats from China, Russia, Iran, and North Korea.
  • Promoting regional stability in the Middle East by working with Israel and Arab states to deter Iran.
  • Fighting the rise in global anti-Semitism and anti-Zionism.
  • Recognizing and deterring the use of asymmetric warfare against the West by Russia and other adversaries, and preparations for violent conflict against us or our vital interests.
  • Making critical, long-term, investments to rebuild a military capable of winning wars and safeguarding American freedom, and thereby, of deterring aggression.
  • Modernizing our aging nuclear weapons arsenal to assure deterrence.
