The Evolution of Strategic Influence
This essay, a product of the U.S. Army War College’s Research Project, is written by Lt.Col. Susan Gough. As stated by the author, it is a historical examination of the ways in which the U.S. government has conducted strategic influence as a instrument of national power.
Lt.Col. Waugh’s research led her from the WWII-era Psychological Warfare Division, through the Cold War, and up to the problems and possibilities facing U.S. strategic influence today.
Her research is aimed at, to use her own words, determining whether or not U.S. strategic influence is ready "to meet the assymetric challenges of the 21st Century."
