For U.S. strategic thinkers and national security experts, cultural diplomacy is often little more than a third-tier policy option, easily dismissed as too weak and ineffective.  After all, the effects of an art exchange are not so visible or easily measured as those of a laser-guided bomb.

However, those who neglect cultural diplomacy do so at their own peril.  It is a instrument of crucial strategic importance – it can make people receptive to the policies, messages and culture of the U.S facilitating this country’s commerce, military, intelligence, diplomatic, and informational activities.

The authors of "Cultural Diplomacy: The Linchpin of Public Diplomacy" are well aware of these facts, and make a well-argued case for the regular inclusion of cultural diplomacy in the decision of U.S. policymakers.
