“What is Vladimir Putin thinking?” That question is on many minds around the world, including notably in Ukraine, the nation facing the prospect of imminent invasion by the army and naval forces the Russian leader now has encircling it. Ditto the Western civilian and military officials feverishly consulting about this crisis.

Whatever Putin is planning to do, two factors probably loom large: His Communist Chinese allies have his back. And Joe Biden is making clear that Ukraine is on its own and that Americans there should get out immediately.

If those considerations prompt Putin to exercise at least a combination of paramilitary, cyberwarfare and psychological operations he calls “hybrid warfare” to force Ukraine’s submission once more to the Kremlin’s domination, we will look back with regret at our failure to fracture the emerging Russo-Chinese alliance and deter its aggression against Free Ukraine.
