Level 1

  1. Encourage, assist or regulate local fuel retailers to have backup power for their fuel pumping systems.
  2. Create a local Emergency Fuel Supply Planning Committee with local fuel suppliers and emergency management.

Level 2

  1. Develop support agreements with local fuel suppliers whereby they agree to provide fuel to critical government and utility systems first, before supplying the general public. Retail Fuel Support Agreement Document
  2. Develop emergency plans, policies, agreements and processes for the Local Emergency Fuel Supply Committee to regulate local supplies of fuel.

Level 3

  1. Encourage or regulate local suppliers of fuel to EMP protect their fuel pumping systems.
  2. Develop emergency plans to confiscate (and reimburse) all local fuel supplies.
