This page is designed to assist local officials in creating a more resilient community. It connects local leaders with information, recommendations, and checklists that will help them methodically build resilience in five functional areas: (1) Safety and Security, (2) Food, Water, Shelter, (3) Health and Medical, (4) Energy, (5) Communications
Users are encouraged to employ a “building block” approach to improving community resilience by moving through three “levels” of preparedness:
Level 1 – Basic – Emergency Preparedness
Example – Flooding, Winter Storm or Civil Disturbance
Level 2 – Intermediate – Major Disaster Preparedness
Example – Hurricane or Major Earthquake
Level 3 – Advanced – Catastrophic Disaster Preparedness
Example – Major Solar Storm or HEMP Attack
