Center Catalogues Allegations of Qatar’s Terrorism Support
Center publication examines five Qatari non-profits, each with links to U.S. Specially Designated Global Terrorists, the Muslim Brotherhood, and the Qatari government.
WASHINGTON, D.C.— Following the recent meeting of U.S. President Donald Trump’s and the Emir of Qatar, Sheikh Tamim bin Hamad Al Thani on the sidelines of the United Nations General Assembly in New York, the Center for Security Policy is proud to announce the publication of its most recent occasional paper, The Role of Select Non-Governmental Organizations in Doha’s Support for Terrorism.
The paper examines allegations made against five Qatari non-profit organizations- Qatar Charity, The Sheikh Eid Bin Mohammad Al Thani Charitable Foundation (Eid Charity), Alkarama, The Arab Center for Research and Policy Studies (ACRPS), and the Global Anti-Aggression Campaign (GAAC)- whose activities are at the center of allegations that Qatar has engaged in the state sponsorship of subversion and terrorism against several of its Arab neighbors. In particular, the report notes the role played by individuals affiliated with the Muslim Brotherhood in facilitating this Qatari network.
The report also covers the role played by four Specially Designated Global Terrorists, Abdulrahman al-Nuaimi, Abd Al-Wahhab al-Humayqani, Saad bin Saad al-Kabi and Abd al-Latif bin Abdullah al-Kawari, whose activities and close ties to the Qatari government, are central to the allegation being leveled against the Gulf state.
Kyle Shideler, Director of the Center’s Threat Information Office and lead author for the occassional paper noted:
“Behind the threat posed by jihadist terror groups sits an infrastructure which is state-funded, transmitted through an interlocking web of international nonprofit organizations, and facilitated by a global network of Islamist groups led by the Muslim Brotherhood. This was a reality that U.S. counterterrorism efforts post-9/11 recognized. But when it comes to nations like Qatar, which claim to be U.S. allies even while funding, sheltering, and supporting those who threaten us, The U.S. has failed to comprehensively address the threat.
“This paper confirms the logic of President Donald Trump’s declaration that the Muslim nations must drive out terrorists and their supporters. One of those most practical ways we can help achieve this is by taking a strong stand against Qatar’s behavior in the region, and by designating the Muslim Brotherhood, which Qatar uses to facilitate its efforts, as a terrorist organization.”
The Center intends The Role of Select Non-Governmental Organizations in Doha’s Support for Terrorism, to serve as useful resource to demonstrate to policymakers, journalists, and the general public the nature of the Qatari regime and its support for terrorism as part of a broader effort to garner public support for effective counterterrorism policies.
